Reducing end-use energy consumption by action rather than equipment: turning lights off, lowering thermostats, driving less. The standard contrast is with efficiency, which improves the device; installing an efficient lamp is efficiency, switching it off when the room empties is conservation, and utility programs commonly pursue both together.
