The International Energy Agency was established in 1974 within the OECD framework in Paris, the industrialized countries' collective answer to the embargo that had just doubled and then quadrupled the price of oil; the US State Department historian records that the crisis prompted its creation on a proposal from Henry Kissinger. Built first around emergency oil stocks and supply security, its mandate has since broadened to what it calls the three Es: energy security, economic development and environmental protection.
