Adopted on 11 December 1997 at the third climate conference in Kyoto, Japan, the protocol set legally binding emission reduction targets for developed countries, an average cut of at least five percent from 1990 levels, and entered into force on 16 February 2005 after a slow ratification. It belongs to energy history because it made carbon a formal constraint on energy policy for the first time, the precedent the Paris Agreement later universalized; the climate science itself belongs to other atlases.
